The Failure of the 28-Point Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the tension triggered by the introduction of a new comprehensive peace framework for ending the war appeared – briefly – to have been defused. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Moscow made its countermove: another massive barrage of rocket attacks on Kyiv.

The Cycle of Diplomacy and Destruction

The succession of opposing developments captured the bleak nature of the outgoing year. By day, negotiation efforts are fought: hopeful statements are issued from different nations. Considerable effort is devoted on managing particular approaches. By night, Russian leadership brutally reminds the world that, for them, war remains the main instrument for achieving "settlement".

Nocturnal Warfare

As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is equipped to monitor projectile deployments from enemy soil, a ability provided through timely intelligence. From vantage locations, defense planes that had been deployed to counter approaching cruise missiles roared overhead – advanced fighter aircraft provided to Ukraine by European allies.

Soon thereafter, Kyiv's air-defence systems activated: several firings fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, most likely provided by Western nations. Every launch shakes the surroundings, causing tremors. The brief panic quickly gives way to resigned acknowledgment: maybe the hostile projectile won't strike its target this time, preventing destruction from catastrophe and another blackout.

Persistent Threats

Not long after, a automatic firearm opened up on a drone somewhere nearby, part of a defensive team – most likely allied-provided weaponry. Unfortunately, the shots failed to hit the opposing UAV – it pressed on overhead toward its target.

Periodically, this carried on until dawn. Kyiv faced the daybreak reports: several casualties, devastation and infrastructure problems in numerous residences as a result of the night's assault. As customarily, everyone still maintained normal activities – living the war. But those entire period encapsulated Ukraine's vital need on external assistance – a need that European nations are demonstrably unable to replace in the near term.

Unsuccessful Negotiations

The 28-point plan from American leadership provoked deep reactions, controversy and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after earlier high-level meetings and international summits.

Every new proposal from Washington adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They stabilise the situation but never actually secure success. This cycle will, undoubtedly, continue.

Strategic Calculations

It is easy to blame specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. Washington operates on a premise well known to experienced diplomats: you cannot achieve through diplomacy what you have failed to defend militarily. The White House presumes that it is impossible to compel Moscow to abandon the areas that it already controls in Ukraine's southern or eastern regions.

The problem is that while accepting these circumstances, Washington does little to discourage Russia, through diplomacy or military means, from believing that the status quo will not change more in its benefit in the months ahead.

Divergent Views

Therefore, Russian leadership is confident that time is on his side – that Ukraine and its partners are nearing depletion. Their motivation to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be many attempts to stop fighting, but they will continue as long as Russia's leadership remains supremely confident in the outcome.

On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing lives and land but avoiding a total frontline collapse until conditions improve in its favour.

Existing Situation

Factually, there are no actual prerequisites for a armistice. Now, subjective factors are entering the equation: personal goals to mediate resolution and secure international recognition, and the government's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the country's interests against any proposal Kyiv finds unacceptable, so that their attention does not switch to internal issues. And although their objective will now be much harder after recent developments, it remains highly unlikely that this will alter their fundamental strategy.

These conflicting dynamics are driving the talks.

Assessment and Future

It took a mere seven days to terminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by Washington, opposition by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, recent disclosures, all did their job.

While new initiatives based on previous concepts are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are founded on Moscow's terms and reflect certain reluctance to alter the situation, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, largely rely on ongoing international assistance.
